Update to Manual Fee Parameters on Commission Schedule

We have updated the parameters for manually adjusting commission schedule fees. Users can now adjust a commission schedule’s flat fee amount down to the exact penny, and fees calculated by a percentage have the option to have three numbers added after the decimal point. The system has also been updated to recognize negative fee amounts applied to flat fees or percentage fees.
